The Decatur Housing Authority (DHA) desired an innovative renovation of the Concord, a 120-unit public housing high-rise for the elderly. The design, which utilized a "Main Street" circulation concept, was developed through the use of a participatory planning process, or "Charrette". It involved representatives of the DHA, residents of the Concord, and the design team. It served as a HUD pilot program for a new concept in affordable housing for the elderly, termed "Congregate Care".
